Balancing the RINO budget

On Nov. 12, 2004 Ohio SOS J. Kenneth Blackwell expressed quiet confidence in his ability to collect citizen signatures in order to place a state constitutional ammendment on the 2005 ballot that would slow state spending and spending growth.

The ammendment would limit state fiscal policy in the following ways:

1) Spending Growth = inflation rate + adjustments for population growth;
2) Exceeding Growth Cap = 2/3 General Assembly vote + citizens' vote;
3) Taxpayer Refund = Budget surplusses > 15% of the budget.

Blackwell has fingered RINO (Republican In Name Only) spending habits as the reason for Governor Taft's tax increase.

In other important news Blackwell's Democratic opponent for the 2006 governorship could be the famous T.V. variety-show host and former Cincinnait mayor, Jerry Springer.
